PLAIN LANGUAGE: A COMPARATIVE ANALYSIS OF THE INOVES AWARD NOTICES BETWEEN 2018 AND 2024
Abstract
Communication is a fundamental aspect of any public organization, whether it is to transmit information, provide clarifications, or present results. However, the language used in official documents, such as public notices, is often full of technical and legal terms, with a complex structure, flowery writing, and a high amount of information, making it difficult for participants to understand. In this scenario, Plain Language has emerged as an important tool for effective communication with citizens, enabling more inclusive and democratic public communication. This article fits into this context and aims to analyze the evolution of the implementation of Plain Language in the public notices of the Inoves Award of the government of the state of Espírito Santo from 2018 to 2024. To this end, bibliographic and documentary research was carried out, the data and information of which were treated through content analysis. The results revealed a progressive adoption of the principles, in line with a policy of informational inclusion. This evolution is not only stylistic, but reflects a fundamental change in the way the government conceives its relationship with the citizen. This perspective is particularly relevant in the context of public administration, where the complexity of language often acts as a barrier to effective citizen participation. In the specific context of the Inoves Prize, this can translate into more diverse and representative participation, aligning with the broader objectives of innovation in public management.
